You were supposed to flash GApps before booting into the phone after flashing Cyanogen for the first time.

You could try. Worst case scenario just re-wipe the phone and reisntall and then install it.

I have managed to install Google Apps after installing and setting up CyanogenMod as well. I think you can just flash it and it will work. And if it doesn't, just re-do the whole thing.
