Hi I am looking to build myself a gaming PC and here is what I am lo King for. GTA V 150fps and to be able to stream AAA titles.  I was looking to get a 1070 with some type of smaller SSD + and HDD. I have a $700 budget and I do not need peripherals.

Completely unrealistic for your budget. adjust the budget or adjust your goal.

the 160 gb hdd is too small and the 430 watt is not a good idea especially with a 1070, 500 minimum i would just get a normal build and upgrade one part at a time. i can see thr budget constraint the i5 can't play high fps maxed out games without bottlenecking the gpu. if you want the 700 dollar computer that playes 150 fps in gta 5 i would tell you to look at used market.

Used is a great idea. Trying to fit in 1070 with $700 budget lol. It seems bad.

It's ok. My red dragon I ordered might be even worse than a reference

15gb is quite negligable anyways. it shouldn't be too bad, i'm guessing it will be awfully average instead.
