CPU frequency locked at max

How do you call 40% usage absolutely nothing?

Look at those temperatures Your cpu is working hard specially the cpu 1 it's hitting 56%. 

 

from your other answers i see SVHOST.EXE being the source of the problem. 

1) Do you have a pirated version of windows? If that's the case it's normal for that process to eat resources like crazy. Disable Windows Update and reboot the system it will fix itself.

2) You may have a dirty app messing arround with netcode. From a virus to an AntiVirus. They like to overuse that process since it gives control to the net api in dirty ways. 

 

Whatever the case may be that is your answer to the cpu locked at max speed.

I've been having some troubles installing windows 10 on my modded 775 motherboard with xeon x5450. After a while I tried installing windows 7 and it worked, but for some reason it is always tunning at maximum speed (3.0GHz). I've tried loading optimized defaults and looking through bios to find power saver option, but unless I underclock it, it will always run at highest speed. Even trying to use power saving option in windows and lowering CPU power managment to 30% does nothing. I didn't have this problem with Ubuntu, but i would really prefer having windows as I like to play games often. Is there anything i can do that would help?

What are the temps and loads of the CPU? If it runs at max but has no load, it may not mean much.

Go to Resource Monitor and find out what program is using the CPU.

 

Also, what's your ambient temp?

You have to order it by CPU and cross-reference with the average to see if it actually is using.

Your CPU doesn't have to be at 100% usage to hit max clock speed. If the job can be done quickly, it will jump a C-State and get it done very quickly. I would suggest looking up what programs are using the CPU and what they do. Some are system .exe that you shouldn't mess with, but if they aren't you can try finding a fix for them.

The problem is no matter what i do, CPU is always at max freq. I ended some processes, closed programs, looked into bios, nothing seems to slow it down even a little bit.

I wouldn't worry too much then. Unless your temps hit the 90C mark, there shouldn't be any alarms going off. I would check the BIOS and see if it has active C-States to enable, though I don't know if the mod's side effect was this occurrence in particular.

but they actually do hit around 80 and I'm quite scared, because I don't want to melt it.

I was running non activated windows and after inserting the key, the process stopped using as much cpu and it's farily cooler now. Thnak all of  you
