CPU Speed @ .76GHz

So I'm having a bit of a problem with my PC at the moment, My CPU won't go past .76GHz for whatever reason or 20% usage, It is not a temperature issue, as seen below. It occured after I installed Formula Overdrive (it did nothing so I uninstalled it) then saw that my CPU would no longer go past 20% usage or .76GHz

A few things ive tried, Resetting bios, stressing the CPU.
Specs

6700k, Z170 OC Formula, 750w G2, 16GB of TridentZ, GTX 1070 FTW, and h100i v2

Nor is it a power plan issue as seen here

Are you only using Resource Monitor to gauge CPU performance, or do those numbers hold across CPU-Z, HWMonitor, RealTemp etc. as well?

They hold across everything. Including CPU-Z and UEFI

Have you checked all your connections, reseated the CPU power connector?

Yes, they're all connected properly.

I'm out of ideas beyond rolling back to a system restore point from before you installed Formula Overdrive, so I'll let others chime in.

Yeah, I really don't want to do that  I might as well try it and see if it works, Ill reply back with results.

Going out on a limb here but maybe Intel SpeedStep is enabled in BIOS?

It shouldn't stay enabled once you put the CPU under load though so I doubt it but it's work checking out.

Just restored it from two days ago, still no luck. D: thanks for your suggestion

No luck there, I disabled it and enabled it again. Still stuck :c
