If you where using the on board graphics previously to the Video card you may have to enable the PCI slot although that is rare,  but take a look in your bios.  Also have you added a number of items to the PC at all like extra hard drive or Blue ray drives?  That computer has a 300w power supply which is the minimum for that graphics card, and if you have a bunch of extra items (even USB) it might just not have the juice to run the card.  Try to disconnect any USB devices you don't need, and if you can try to disconnect the DVD drive, and see what happens.

Just read this on that link you gave me

Video

Intel Graphics Media Accelerator HD Integrated graphics

*Integrated video is not available if a graphics card is installed.

  • Either integrated graphics or the PCI Express x16 slot are usable at one time; they are not usable concurrently.

  • Use of both the DVI and the VGA ports at the same time is supported.

you may have to disable onboard graphics to make it work.

Which BIOS version do you have?

This person was upgrading his graphics card and he has the same system. HP Tech told him that the 7XX series wasn't compatible with his BIOS version.

Here is the link to it if you want to look for a BIOS update. http://h30434.www3.hp.com/t5/Desktop-Audio/HP-Pavilion-G5460uk-upgrading-graphics-card/td-p/5278472
