I just recently purchased two Cooler Master JetFlo Red LED fans on Amazon. They are rated at 2000 rpm max and can be PWM controlled down to 800 rpm, however when I plugged them into my motherboard, it's saying that they are running at 2600 rpm. My BIOS only lets me cut the power by 50% at most, so they are still running at 1300-1400 rpm and are quite noisy. As a final attempt, I downloaded SpeedFan and configured the headers to be controlled by my graphics card temperature (my specs are on my profile). This worked great. I was able to get them to 800 rpm at idle and they ramp up a bit while gaming, however I have to re-setup the profile each time I log on to my computer (even with remember this setting). Any suggestions?

I should have mentioned this, but I also tried this. Still only lets me go down to 50% on my case fans. It lets me take my CPU fan down to 12.5% though.
