Odd gpu usage

So I recently ran into the problem of having low fps in gta V with it being around the low 50s on average and frequently dropping to the 20s and 30s. At first i thought that something in my computer was bottlenecking my gtx 1060 but upon having my doubts relieved in a previous post and running two antivirus programs to make sure I dont have any malware I realized that mb running afterburner could show me something interesting. And it has, the graphics card never goes above 60 with occasional peaks up to 70 and down to 30 and I have no idea why. The temperature is in general below 70 degrees, the core clock peaks out around 2012Mhz with the memory running at 4102 (8204 total) so there is no thermal throttling and ram usage never surpasses 95% and cpu 75% so I'm completely loss as to what could be the problem. Edit: Additonal things that could be useful, coreclock seems to max out in GTA at around 1502 with the average being 1100, memory clock is maxed out with usage aroudn 3700, running with an i7 2600 which is at 51 degrees and running 8gigs of 1333mhz ddr3
