power up shut dow loop please help

Hi

I have build my firs pc recently. It was working perfectly for 2 days. I installed windows and it was running games at good fps. Today I noticed that one of my fans is not spinning. I think I just plugged it badly. So I plugged it well. Now when I press the start button it powers on spins the fans and shuts down. Im desperate. What should I do?
