So I found a great deal for a 4790 on craigslist.  For those of you who don't know what that is, its just a place where people can list things they want to sell.  I started to talking to the guy and he said after putting it back into his system, it didn't work right.  He said that it boots, but the computer was very sluggish (as though it was out of memory) and games would either not load, or crash after about a minute).  I really want the cpu to not be broken, so I am looking for other possible causes of these issues.  He says it was working fine, then he put it away for about a month and after trying it out it doesn't work.  CPUs just don't go bad, do they?  they either break completely, or work fine.  Can anybody advise me as to what might be causing the sluggishness on his end?  (FYI, he upgraded from a 4790, to a 4790k and the k works fine).  I also don't think he's trying to rip me off witha broek CPU, because he is the one who tested it and is saying it doesn't work right.

Well its his mistake for not doing all the testing. CPUs don't go bad in proper storage. Actual nothing electronic would. If it worked when it was taken off use, it will work when installed again.
