Out of the box, yes. It will boot at 2133MHz until you overclock the RAM higher.

Are you talking about like installing 3200MHz RAM on a board that claims support for 2133 or 2400 MHz RAM? The RAM will just run at the supported speed and will need to be overclocked to hit that higher rate.

It can do pretty high speeds, like 3466+, but RAM that speed is expensive and pointless. The sweet spot for performance in games is 3000MHz
