Add a ssd and it's perfect.

I would wait for kabylake to be released. Also, you can go with the i5 6400, it's better than the i5 4460.

Don't go with a haswell i5, skylake is newer. You don't need that heatsink, stock will do fine. Also, that i5 cannot oc.
