New Built PC Wont Start

Hi so I've recently built my first PC and when I try to power it on it wont turn on. The power light turns on but none of the fans spin up and I don't get anything on the display. I think I Might have shorted a component but don't have any spare parts to test. I have checked and re-checked all of the connectors and they all seem to be fine. Any help would be awesome.

Components are:

AMD Athlon X4 860K

Gigabyte GA-F2A68HM-HD2

Sapphire Nitro Radeon RX 460

I have and all of them are correct

I've attached a speaker directly to the motherboard and tried again to see if it is giving out an error code but getting nothing from the speaker

Have you tried shorting the power_sw?

I've just opened up the case and tried turning it on. I get some flashes of light from the graphics card and the CPU fan flickers a bit but then stops

when he system fan connector is disconnected from the motherboard it boots up fine and all of the fans spin.
