How would I use my laptop as wifi?

Yes, actually. You can connect the laptop to your WiFi network, and then enable ICS (Internet Connection Sharing) in the Network and Sharing settings. Choose to share the WiFi connection over the ethernet adapter of the laptop, and any random ethernet cable should do from there. 

I currently have a new PC that has Windows 10 (unactivated) but it has no way to connect to the internet. I do however have a laptop that is capable of connecting to the internet and is also on Windows 10. Would it be possible for me to connect the two and use the laptop for wifi? It would only a temporary solution until I can get a wifi card. (Speaking of which, what would be the best wifi solution for ~$40?)

Is it possible for you to get an Ethernet cable to connect the PC to the router?

No. You can only use one or the other, not both.
