It could mean that your hard drive doesn't have an OS on it and you don't have a bootable device to install an OS with.

First: this often doesn't work properly. But Windows 10 seems to have made this much easier to do. Just be prepared to have to enter your Windows key again.

 

Second: OK, make it the first device your motherboard boots into in your BIOS.

I tried it didn't work and when I go to storage it says there are no devices plugged into the sata port

Did you plug SATA power AND SATA data into your hard drive?
