Is this Possible?

I have a raspberry pie 3, a obi home telephone modem, and a windows 7 pc with a dial up modem in the pcie 4x slot. Can I run DreamPi on it and hook it up to my dreamcast by using any combination of these items? I have a spare modem on my other computer that is dial up, and the 4x slot model is the Multi-Tech MultiModem ZPX MT9234ZPX-PCIE Fax Modem - 56 Kbps.
