Is it a Windows install USB from Microsoft or did you burn the ISO to the USB?

yes plug it in and check it in the explorer If you could do a print screen of what is inside that folder and post it here than we know more.

i have checked the usb and it has

a disk image file labled en_windows_8.1_enterprise_with_update ect it is 3gb big aswell

and a text dcumet labled key which is 1 kb big

Really weird  But why don't you install windows 10 on it if you buy an oem key it's not that expensive and the installation tool has never let me down.

But I cannot guarantee you won't run into the same problem if the hardware is to blame.
