You probably shouldn't, as you run the risk of bending pins or damaging your socket in some way. Otherwise you'd be fine, you just couldn't do anything. TO be on the safe side, I'd suggest waiting for all of the components before starting on any build.

You can install PSU, drives and fans to case. Mobo too if case has large cut-out for installing cooler. You can also connect most of cables.

Just leave the socket cover in and you will be fine. That is assuming your case will let you install the cooler after the mobo is already installed.
