I can't get any useful help from the steam community, this guy keeps going on about my PCI-E slot or something and something about my 2nd monitor causing the freezing, I don't think he knows what he's talking about. Anyway let me start from the beginning.

I just got my new Sapphire Nitro RX 480 8GB yesterday, loaded up fallout 4 on ultra 1080p (except ambient occlusion is on SSAO not HBAO, shadows medium, and all draw distances low) and got some 1k texture mods, everything runs smooth at 60 fps no problem until I get some freezing. So I took off all my texture mods and still get freezing and idk what the problem is, only thing I haven't tried is a re-install, but I asked for help on steam and this guy is going on about my resolution or monitors or some crap he's not speaking very clearly. I told him I have 2 G227HQL monitors by acer both running at 1080p 6ms 60hz, both plugged into the 2 hdmi ports on my GPU.

Could be a Small Bit of Screen Tearing or something like that which can make it Freeze for a Few Sec but your Monitors and PCI - E Slots Shouldn't be a Problem what Else is in your PC?

If your Getting Screen Tear (Not Saying you are) Turn On V - Sync that may Help

Listen to what others have to say cause I'm not 100% Certain Not having Fallout 4 myself

VSYNC is built into fallout 4 and it caps the game at 60 fps, no tears here, I have an i5 6500 and 8GB of DDR4 @ 2133 MHz along with said RX 480.

I'm not sure I'm Afraid that is a Solid System, Could Ram Usage be Spiking ? (Just a Thought)

When I game and stream at the same time my memory does go to 74% and sits there, not sure without streaming I can check that, perhaps only 8GB is not enough to play modded fallout. Also the users on steam community and saying its bad that steam is not detecting my VRAM as if steam cant see it then neither can my games, which can cause issues, but idk how to get steam to find my vram, my drivers are fresh.. I could re-install steam and fallout I guess. Here is what steam sees on my PC.
