Stutters/color distortion

Been having a ton of stutters in some games and color distortion in other, just got this Sapphire Nitro+ RX 480 8GB yesterday its at stock clocks only thing I did was turn off the LED and set more aggressive fan curve because it was idling at 45 and as soon as I started gaming it rocketed to higher 70s almost 80 and the fans were like jet engines. Anyway though yea no other changes but I've been seeing like color distortion is Gears 4 and stutters (3 second freezes) in Fallout 4. Any ideas? Drivers are the latest.
