So I noticed that I have been getting lower FPS than usual.  So I ran Razer Game Booster which in the past did nothing, and It doubled my FPS!  But I would like to figure out what is causing the FPS drop, how can I do this?  Also anyone else having their BF4 crash a lot and get the message that it stopped working and to close it?   Why is that happening?

AMD's new driver is supposed to fix the issue with it crashing, but it's beta at the moment and is having issues at the moment too, like the download being corrupted.

Random updates, driver version, current settings (like v-sync?) affect FPS. It's hard to pinpoint it unless you give more information on your system.

Maybe you're running too much things in the background that are wasting computer resources. To my knowledge, Razer Game Booster only closes all background processes and if that doubled your fps, then you probably have too much things in the background. Open task manager and see what processes are running.
