GPU Problems

I'm building my PC and I just got the gpu a couple days ago and my system won't post while it's in the PCI-e slot. However, all the rgb lights on it still light up. I've tried moving it around to all of the separate slots and it still won't post. I have an Asus ROG Maximus VIII Hero Motherboard and it spits out error 62 which is Installation of the PCH Runtime services. Now I don't know what that means since I'm still quite new to the whole PC game. Does anyone have any suggestions on what I should do or what the problem may be?
