Gpu/Monitor issue

Below is a link of what I'm experiencing with my computer. Every so often it happens. I don't know what triggers it. It occurs often when there's blue on my computer screen. When this usually happens, I undo what I did like closing the application or going to desktop. Is this a GPU issue? https://gyazo.com/9e206b4d80aa3f544fb9aaf3b126f802

 

Incase it matters, the PC is a gtx 760, i5 4690, 8gb ram

It looks like a monitor issue. Can you isolate the variable by using a different monitor? Test the monitor on another computer?
