I recently bought a new system and got my monitor and my gpu a little while after everything else. At first, after I connected the gpu to the pci-e slot and plugged in all the power cables, the computer would boot up like normal but the resolution was far lower than what I was expecting, with a 23 inch monitor that is supposed to run at 1920x1080, but instead the resolution was around 1000x700 (forgot the specific numbers) and couldn't be changed. After that, whenever I tried to boot the computer up again, I'd get an error message that the input signal was either too far, or that there was no input signal detected. The error screen included something regarding a refresh rate of 30 hz and listed the optimal resolution as 1920x1080 with a refresh rate of 60 hz. I took the gpu (PNY gtx 1060 3gb) out of the motherboard and it worked fine, with the optimal resolution for my monitor. I've tried contacting PNY technical support but they haven't responded yet. Is there anyway I can fix the issue between my monitor and my gpu?

Make sure you connect your monitor (and monitor cable) to the back of the VIDEO CARD, and NOT the back of your motherboard.

 

The resolution may be incorrect, as there are no drivers initially installed for your GTX 1060. That is normal. Find and download the latest drivers directly from nVidia's website. All GPU drivers should be through nVidia.

Download and let the drivers install. Restart the computer when prompted.

I did connect the hdmi cable to the graphics card and the motherboard, neither option worked. Are you saying I should download the drivers while my gpu isn't installed and then install my gpu?
