Pc wont boot up

Today, I wanted to play some games, but when i turn my PC on it doesn't boot and doesn't make beep sound. Every fan spins. Can someone tell me what is the issue?

My pc is not freshly built. I changd psu and it started to boot up and it restarted and showed no signal again. I changed gpu too, but it didin't help.
