Inputing a higher res than monitors?

Quick question.

What will happen if I output a 1800p resolution from a ps4 to my 1080p monitor?

Will it just downscale it of what will happen?

It would just downscale or not work at all. The maximum resolution and framerate that monitors can downscale/upscale from vary by model.
