Loading windows 8.1 from USB

I'm trying to install windows 8.1 pro 64 on my toshiba laptop and its not loading anything past the windows logo. I have tried both CSM boot and UEFI boot. With UEFI I just get the toshiba logo and loading circle for a minute then black screen and when I try on CSM boot that is when it actually shows me the windows logo with the loading circle for a minute and then goes to a black screen. Ive went through BIOS and tried turning off LAN (and turning on) and turning off secure boot (and on) and checked boot priority and I have USB selected as top and for extra measure I always go to the boot menu and choose to boot from USB. I have tried this USB in my other computer and the installation process goes with no problem. Anything you can suggest is welcome at this point.

How long does it stay at the blank screen?

What are your specs? What USB devices do you have plugged into the machine?
