compare the 2 cards: 

GIGABYTE GEFORCE GTX 1070 MINI ITX OC

MSI GEFORCE GTX 1070 GAMING X 8G

the second one is almost twise as big as the first one. but still, it is bearly more powerfull and way more powaaaaaar hungry.

i know that they fit all the chipsets and vram and stuff... in the small one. but why woud you even have a larger card in the fist place (apart from astetics and cool looks)

can someone explain

The clue with the smaller one is in the name, ITX. Its made for small ITX builds. generally a small card like that would look stupid/silly in a full tower case on an ATX board, so people get the full length cards for those.

2 are designed for completely different build MSI GEFORCE GTX 1070 GAMING X 8G is built for overclocking and using boost clock to max potential 

GIGABYTE GEFORCE GTX 1070 MINI ITX OC is built for a mini build and other small form factor build such as mini itx HTPC type of build 

it depends on your taste and form factor
