Internet explorer 11 problem..

hello, internet explorer 11 doesn't seem to work (connect to internet) but Chrome does. many apps don't work because of that, for e.g. Skype always has a loading circle and can't talk/chat to anyone.

situation is simple, im in a student campus and using broadband connection. a same kind of cable is connected to our wifi and if i connect by that, everything works but it's wifi and many are connected so it's very poor.

as far as i understand http doesn't work and the connection must be restarted by them. 

is there anything else i can do? tried maaany things with internet options tool... but i am up for anything.

Why on earth would you want to use internet explorer.

i don't, apps seem to connect to internet by that or something.
