Basically the lower the res, the more likely a highend card (1070 up) is to be bottlenecked by the CPU. So either get a faster multithreaded CPU or increase the resolution. That won't net more FPS but it will utilise your GPU more.

 

I've been telling people for over a year to try and get the best thread/core CPU they can as games are wanting more cores, especially DX12 games, so it's only going to get worse. I had the option of 5820k build when I made my rig and everyone said "you don't need X99 for gaming its a waste", I shouldn't have listened!

The 5820K is a beast! I couldn't be happier, it beats a 7700K (at 4.8GHZ) when running at a mere 3.3 xD

Theres no point getting a 1080 GTX to use on a 1080P monitor, no matter what processor. The CPU just cant process the information quick enough for the GPU to be fully utilisied.

 

Upgrade your monitor first, 1440P is the sweet spot at the moment and then the GPU
