1. How good is Hale82 V2 ... I know it's Tier 6 but it's not expensive and it's fully modular ... 

Also how good is X31 Kraken AIO water cooling

If it's tier 6, then it's bad. Get something from tier 4 or better (if it's a budget system), or tier 3 or better if it's a mid-tier system. 

 

It's good, but expensive.

It's good, but expensive. 

It's not as expensive ... Is there any more good, budget option better than that ? - talking about water cooling not psu

Kraken x31 is a quality product, but depending on pricing there may be better ones.

It's a pretty mediocre PSU. For a 480 look into a tier 4 unit at least.

My account is almost entirely dormant. Hope you all are having a grand time. Many years of fun were had here.
