Wifi not working need help

My wifi didn't work when I arrived home and I disconnected some cables and reconnected them. But it says I'm Connected to it but when I go on YouTube it doesn't load and just won't work.

Right click on the internet/wifi icon in the notification area of your taskbar > Troubleshoot Problems

On phone not laptop

on your phone settings go to Wifi > select your network > forget network 

Then try reconnecting

Still doesn't work wifi is like connected to a router and some circles are flashing

Have you tried accessing the internet from another device connected to the same network? Also, have you tried shutting down the phone and powering it back up? Spinning circle flashing in the status bar usually indicates something trying to connect and retrieve data.

I did try restarting the phone and the wifi keeps flashing on and off
