I wanna connect 24 PCs together and form a LAN Party, we gonna play CS 1.6 (I know its not capable of doing a 28 players game {I think} but lets assume it can). Can I just connect the PCs to a 24 port Ethernet hub and it'll magically work or do I have to setup a whole PC dedicated as a server?

One VM hosts the server, the other is played on.

So it wont work on the magical hub idea

Edit: A power PC isn't within reach currently, however the 24 PCs are equipped with i5 4460

CS1.6 isn't that intensive of a game, so you could potentially host that on one of the PCs, but you're much much better off having a dedicated system running your server.

Yup, I researched the thing a bit (I need a switch), 1.6 could potentially be hosted by one of the PCs playing but the question is can an i5 4460 handle hosting 24 players. And can you post a guide/video on how to setup a dedicated server to host the game. (I've worked on a small 40 TB server before that stores recorded security camera footage s I kind of have an idea of what to do.)

It should be more than fine. I see people hosting 10player CS:Go 128tick servers on single core VPS solutions and considering 1.6 is as ancient as it is, it shouldn't have any issues. 1.6 was designed to run on a Pentium III, keep that in mind.
