Don't upgrade to another AMD CPU, go for Intel however you will need a new motherboard and new RAM as the current (Skylake) and new (Kaby Lake) only support DDR4. Keep your current GPU for a bit longer so you can save up more money for a GTX 1060 6GB. 

My build is currently using an AMD fx 4300 cpu, Evga gtx 960 2gb, and 8gb of ddr3 RAM. Plan on upgrading the cpu to a AMD fx 8350 and my RAM to 16gb. Would the AMD rx 480 8gb, or Gtx 1060 6gb be better for this build? Im very new to pc building and have basic knowledge of computer parts so sorry if its a dumb question. Thank you in advance for any help you can give me!

depends what are you going to do... also, the price difference is huge so if you have enough for the 1060, go for it, otherwise getting the 480 wont gonna hurt you

If i were to switch to Intel which skylake cpu would you recommend? Idlike to stay around $250ish.

250 only for the CPU only or also motherboard and RAM?

@Pebble713, an i5-6400 paired with a GTX 1060 6GB would be nice. :)

I5-6400 does seem like the best option given my price range. Ill probably go with this. Thank you!

Ive decided to switch to intel with a MSI skylake bi50 motherboard, intel i5 6600k cpu, and upgrade to 16gb ddr4 ram. Going to save up after this and upgrade my gpu somewhere in the next few months. If you have any tweeks you think i should make to what ive listed, let me know! Thank you everyone for your help!!
