I am asking assistance from the almighty Linus Community for this issue.

I am having a really weird refresh rate issue with the TV I am using as my monitor. One part of the screen is at a different refresh rate then the rest and seems to be about 1/8th of a second behind. It's kind of hard to describe it so I recorded it. Here is the video with the issue (make sure it's set to 60fps) https://youtu.be/zCaiQx_4dLY

If anyone knows what this issue is called or how to fix it, then I am all ears.

Looks like a gpu issue to me. What's your gpu? Also, try testing the tv with a different device. If your pc had integrated graphics in addition to a dedicated gpu, you can use your integrated graphics as a test device.
