So I find any cpu I have used in the newest genS will jump up in temperature when a load starts....but then slowly drop 10 or so degrees before leveling out in the middle ish. this is with all fans AND pumps staYing the same rpm. Temps only around 60 max so no themal throttle.... do I have a thermal paste that works better once heated or coolant? it's not sensors as I had it happend on a few builds.

Even the best thermal paste won't make a 10 degree Celsius drop. If you're talking farenheit then it's possible but default thermal paste shouldn't make a big difference at all.
