Well you have to think about it this way. No matter how good your cooler is, the CPU will always put out the same amount of heat, the cooler is just better at displacing that heat, but it will always put out the same amount of heat from the case. But if you want better temps just for the CPU, then yes, a new cooler (assuming you get a good one) will be good for you.

an AIO cooler should do the trick, (any with a 240mm or higher radiator)

also airflow/pressure in the case is a factor.

 

upgrading your cooler wont necessarily affect the temp of ur case, this job lies in the exhaust and Intake fans around your case.

I have an rx 480 (I am aware of the bottleneck, I am waiting for kaby lake/ zen). I have 1 intake fan and 1 exhaust fan. Both came with the case.

What case? And yes, a lot to your main question as it can blow the heat better out of your case
