I have a cheapish mobo and I can only get to 4.6 GHz at 1.38v without LLC and with LLC I need 1.345v. I'm thinking of maybe getting a gigabyte gaming 7 or the MSI gaming m5? Will the motherboard allow me to use less voltage and get a good oc?

you can get a better stable overclock with a better VRM (Voltage Regulator Module)  just look up some reviews for motherboards in your price range that also review the VRM, sometimes they use the same VRM between price ranges and that would make fuckall of a difference unless they have some weird bad VRM cooling.
