Cooling the socket temp

Can this be used on the back side on the motherboard too cool down the socket temp - VRM:

or the better solution is fan blowing on VRM?

Assuming it makes contact with something else such as the case I don't see why not.

That will be the problem. I have Define R5 so it will be touching soundproof material.

that it will next to nothing, you could cut the material.

that is not an option 

So I will need to put fan on VRM. What size of fan do you recommend? Does exist some fan bracket for that?
