well it means you playing games that are hard on your cpu, its not like its a bad thing, its high temps that kill it not being at 100%

 

but look in task manager and close other things eating it up that you dont need open.

Everyone should own a vive.

windows version ? if windows 7 make sure service pack 1 is installed to support haswell fully 

 

also it depends on the game, on bf1 and assasins creed it wouldnt suprise me,  make sure to check if windows isnt updating on the background also

on a stock and oc 4.2ghz 4690k at bf1 100% is EASILY reached with a 1070gtx and on assasins creed series aswell tbh i5 is falling behind on gaming ( the newer ones only, fine on the rest )

-That's the thing. The game was basically the only thing running. 
 

-Windows 10 

-World of Warcraft was the game that I noticed it on, with settings on High, temperatures seems to be fine. Using Coretemp is shows they're at 35-40. I don't OC because I'm not computer savvy and I wouldn't be able to do it.

any mmo can peak a cpu to 100% if ur standing in the middle of a city with hundreds of players,  black desert online pops an cpu to 100% with ease aswell (i5):)

Why? There's a simple answer. Your CPU is the bottleneck.

 

Since it looks like you're doing 1080p 144Hz gaming, I wouldn't be surprised if the i5 4690K bottlenecks that GTX 1070 in several titles... even when overclocked.

To try and lower it I went and stood in an open forest with no people in site, and still seemed like it was struggling. 
What caught me onto the fact that there may be an issue was because I was only getting 60-70 FPS with a 144hz Mon + 1070 GPU. I feel like I should be getting more.

But if its a natural occurrence and there isn't an issue I won't look into it anymore. :)

World of Warcraft doesn't rely much on the GPU. Your CPU is what does most of the work. Raising the resolution will cause the GPU to work more for you.

 

Also, try some of the fixes on WoW's forums for the latest expansion. The issues have been addressed but it might help you out if there are any lingering files in use.

Do you have some vendetta against me because this is getting ridiculous. I've said this before and I'll say it now - it's time to recognise that i5s aren't the 'best' you can get for gaming and that i7s can indeed have performance gains and benefits over them contrary to popular belief. Have I said that i5s are a bad choice? No.
