Gpu fan (help needed)

recently i noticed my gpu temps were high when playing non gpu intensive games, so i opened up my case and saw the fan on the left stopped spinning, googled a while for some help but found nothing, any help would be appreciated, it's a 980ti hof, owned it close to a year only T_T

Some gpus only activate their fans when they are under load. this might explain why its hot when playing non gpu intensive games.

thanks for the reply, but doesn't make sense when only the left fan is not spinning

anyone got any solution for the fix ? Or I'll likely have to send the card back in hope they can repair the faulty fan ?
