Hi,

I'm trying to fix this problem today. CPU always at 100%. It's odd because in task manager specific is always eating all the processing power. The processing percentages just keep jumping around but no matter what it always adds up to 100%. What can I do? I don't remember having this problem when I had windows 8.1 pro (on windows 10 now). Should I update bios? I usually try to avoid that unless completely necessary. What else can I do to solve the problem?

WOW. So apparently it's the power settings. If I have on "high performance" which I have had on for ages the second I click the "recommended" button CPU goes down to 0%....the second I click back to high performance it jumps to 100%????

I thought I remember people telling me to have high performance on to get absolute most out of your video card for example. Maybe that's not true idk, but that seems really weird that it would make CPU sit at 100% ALL THE TIME idle doing nothing...

Could very well be the cause. You can change it in Power Settings.

It definitely is. In real time clicking between the two options it will literally jump between 0 and 100%. I'm just trying to figure out why and find out what I'm missing out on by being on "recommended". You can manually change power settings in advanced it looks like.

It's not true. High performance will keep your CPU at the highest C-state.

Oddly enough it's back to 100% on recommended. I was literally going from 0-100 as I toggled between recommended and high performance, instantly. Now on recommended it's 100% again all the time. I don't know what is with this...I'm monitoring in task manager, maybe I should try something else to monitor?

Switch it to Balanced or create your own power plan.

Yep it's on the "Balanced (Recommended)" setting..

Open up the Task Manager and find out what task is using your CPU.  Post a pic.  Some Windows tasks will only start running when your CPU is idle.  Some virus scanners also do the same thing.

When lightly loaded, the Windows High Performance power profile allows the CPU to get background tasks done as fast as possible.  This allows the CPU cores to spend a higher percentage of time in one of the low power C States like C7 if that is enabled in the bios.  Using C7 is the easiest way to reduce power consumption and core temperatures when idle.

So what I've noticed is that it is definitely the power settings. However it's not as simple as that...it appears every time I turn on my PC now I have to go into power settings, click advanced, reset settings to default, then CPU immediately goes back to normal state. It seems to require me to do this every time I turn on my PC now...but then immediately goes to what it should afterwards. Maybe a Windows 10 glitch? Idk...

Not to sound ignorant, but have you done antivirus and anti malware scans? I've had plenty of clients with 100% CPU usage, and it's been viruses/malware or bad hardware. Many of them won't show up in task manager. Your CPU is busy working but you don't see it.

Without doing anything, monitor your network activity, see if anything crazy is going on there.

I have high performance power options on, and neither of my 3 computers constantly sit at 100% CPU usage.

It's 100% the power settings. Literally the second I switch them it drops from 100% to normal usage. Every time I turn on my PC too it starts at 100%. I have to go into power settings, select change plan settings, change advanced power settings, and restore plan defaults. I think it might be a Windows 10 thing? I have to do this every time I turn on my PC now. Literally the second I do so, it goes back to regular CPU utilization and all my fans are half as loud too. Seeing as it effects all my fans and stuff too I think it's more of a general power thing. I'm not sure how to get Windows to remember my settings for this. Reverts every time I start my PC...maybe I need to try that Windows reset thing. I upgraded from Windows 8.1 Pro so maybe it would help.
