overclock not being used

I have overclocked my GTX 980. i put the clock speed at 300 MHz extra and my Vram overclock at 200MHz, but it isn't being used even though i have less than 60 fps. i overclocked with MSI afterburner. does anyone know why it isn't using the overclock?

300mhz is a lot without also increasing voltage,

you need to apply voltage to overclock

 

too much and your card will overheat and thermal throttle,

too little and and your overclock wont be stable
it takes time to fine-tune to find stability
