They certainly exist, although most people prefer custom loops. A few examples are the NZXT Kraken G10 or the Corsair HG10 A1.

EDIT: these are mounting brackets to use with regular CPU coolers, although I know people who just ziptie CPU coolers on.

NZXT has made a bracket where you can water cool the GPU dye with a CPU cooler.

Some graphics cards also come water cooled but you are paying a higher price compared to air cooled cards. Or the usual route of just creating a custom loop which consists of the gpu block, pump, radiator, etc.

yes, there are AIO coolers that exist for GPUs. for example my 1070 EVGA card has a hybrid kit installed but the kit itself is sold separately so you can DIY. however you'll have to check in to see if the AIO kit can work with your card, and consider mounting space
