Your CPU is bottlenecking the GPU.

How big of an impact do processors  have on frame rates?

You say that you have an AMD CPU, but the 5500U is an Intel Core i7 CPU.

What games are you playing and what is your GPU usage when playing said games?

MSI Afterburner is a good program to use, but EVGA also has their Precision X program as well.

Scroll in the window that shows Power. You will get additional stats.

what does that mean?

It's holding it back from achieving its full performance.

What cooler do you have? You might be able to overclock it.

If you invest in something like a Hyper 212 Evo, you could overclock it a little bit. I wouldn't overclock on the stock AMD cooler.

You can certainly do that as well.
