overclocking and upgrading

So i have a intel core 2 duo q6600 and a do35do motherboard can i actually overclock on this motherboard i tried from bios but there is not even a choice there.Also because i am looking for an upgrade in the near future what cpu and gpu do you think would be the best.Overall budget for pc about 600 bucks
