I am trying to reduce the speed on my cpu fans to reduce noise but cant seem to make it move from 100%, around 1700rpm.

I have tried different software and bios options but none that worked for me.

The fans in question are from my Coolermaster Hyper N520 which uses a 3 pin connector to my mobo cpu fan header.

Motherboard is ASUS Rampage III Gene.

Attached is the fan speed test from Fanxpert software

 

I am able to easily control my case fans, i think because they use 4 pin PWM connections.

Is it even possible for me to reduce the speed on these or should i just shop for another cooler?

Does your BIOS have setting for fan mode? Like PWM or DC? No need to get another cooler if you can just change fan on it to PWM fan. But you should be able to control 3pin fans too. If you can't do it from BIOS or included software, there's Speedfan.
