How much money does he have to spend on an upgrade? He could move the DDR3 memory to the vastly superior LGA 1150 platform and get something like a Core i5 4460/Xeon E3 1231-V3 and an MSI H81M-P33/E34 depending on whether or not his case has front-panel USB 3.0.

i5 12600KF | Zotac RTX 4080 Gaming trinity | Team Vulcan 2x16GB DDR4 3600 | ASRock Z690M-ITX/ac | WD Black SN850x 2TB

Cooler Master NR200P v2 | ID Cooling Zoomflow 280 XT | SeaSonic Focus SGX-750 | Thermalright 2x140mm + 2x120mm aRGB

LG C2 OLED 48" 120hz | Epomaker TH80 (Gateron Yellow) | Logitech MX Master 3 | Koss Porta Pro Comm

Tell him to start saving up. $100 gets him a Core i3 4170 and no motherboard. If he can save up $150, then he can upgrade to this-

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i3-4170 3.7GHz Dual-Core Processor  ($117.88 @ OutletPC)
Motherboard: MSI H81M-P33 Micro ATX LGA1150 Motherboard  ($40.99 @ SuperBiiz)
Total: $158.87
Prices include shipping, taxes, and discounts when available
Generated by PCPartPicker 2016-11-12 19:50 EST-0500

For a significantly better upgrade (and front panel USB 3.0, if his case supports it), I would recommend this-

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor  ($174.89 @ OutletPC)
Motherboard: MSI H81M-E34 Micro ATX LGA1150 Motherboard  ($50.88 @ OutletPC)
Total: $225.77
Prices include shipping, taxes, and discounts when available

However, for it to be a serious upgrade, I would recommend saving up until he can upgrade to this-

CPU: Intel Xeon E3-1231 V3 3.4GHz Quad-Core Processor  ($239.99 @ SuperBiiz)
Motherboard: MSI H81M-E34 Micro ATX LGA1150 Motherboard  ($50.88 @ OutletPC)
Total: $290.87
Prices include shipping, taxes, and discounts when available
