What program are you using to monitor temps?

With the fm2/fm2+ platform amd reports cpu temps as a thermal margin (temperature until Tmax) instead of an actual temperature.

Try using amd overdrive and see what it reads if it reads 10-0C for the thermal margin it will be thermal throttling.

thermal margin stays around 31 C to 33 C,what does that mean?

EDIT: I was testing it during idle :D (what an idiot)

during load the margin stays around 19 C to 22 C.

Again,what does that mean?

That is how many degrees (in Celsius) until it overheats.

always throttling to 1.6Ghz everytime it reaches 67 C ( pretty cool for an amd cpu imo )

it's not...AMD CPU's have much LOWER TJmax than intel CPU's...intel CPU's are designed to run at 90c...AMD CPU's are designed to run at 65c or less.
