I have used my 980 for a year with no problems, and about a week ago got some lag that was fixable by doing a full restart. Now every game has a 99% load on my GPU and lag to the point the game is unplayable.

What is causing this? Do I need a new GPU?

GeForce experience says everything is up to date

No new recent drivers have been updated, at least within the period of issue

Yup, the OS is always finicky like that. It honestly probably "patched" itself overnight. A new patch will come along soon enough that will most likely fix the issue. Until then the only advice I can give is to re-install all of your drivers, and make sure your PC stays healthy.

But would driver issues explain a 99% load?

Well for one thing Windows 10 is the most buggy thing right now for a operating system (i think). Wait for a Windows Update or you could reinstall the OS if you wish, sometimes that fixes the issue. But it's most likely the issue in this scenario. Windows 10 hates custom systems for some reason.
