Check your town for a local machine shop for the cutting and a local auto body shop for the painting, some might do it for next to nothing just to have a neat project to do. It would really help if you had it drawn and ready in CAD for them. If you are over 21, bringing them a case of beer always helps.

 

I have a local guy who charges $15 per CAM programming fee, then $.50 per minute of cut and no setup fee. You probably won't find it quite that cheap, but it should be close to that. The time of cut wildly depends on material and thickness... Make sure they have a laser cutter and not a plasma, I've never seen a CNC plasma cutter that leaves nice edges on small parts.

This^. Also if you are near any good engineering programs you could always pay/bribe a mechanical engineering grad student to help you out.
